First let me apologize. I haven't been very active the last couple of months. I've been in school, recently started a new job and have been sick.
At any rate, the issue of SWTOR guild banks was suppose to be my responsibility (according to Zep).I tried to do research on them when they hit the public test server so that we would have some information to go on. The discussion about actually management of the banks was put on hold for several different reasons. Part of those reasons were the possibility that Bioware could change their actual implementation when they made them go live. However, it looks like they've been implemented pretty much the way that they were on the test server.
Now that we know for sure, we need to decide on the guidelines for guild bank usage. Like you said, we don't want a bunch of junk clogging up the system, but we also don't want a new level 9 to the guild cleaning it out either. This is one reason that the guild leaders were so adamant about members having their site name in the guild roster ingame so that we can get people set to the right rank so they can have access to stuff.
The next major issue is what restrictions to place on item deposits. There will be discussion about this, but ideally important items that are harder to come by that are useful for players should be given first priority. But again, there will be a discussion to hammer out the details on this.
As far as housekeeping goes, I suspect that will still be my responsibly. Now that I think I'm finally getting over being sick (a nasty virus that just didn't want to turn loose), I should be better able to be active and stay on top of things.
